Wasn't certain what was going on here with this penny. If it's missing the copper or just damaged. Any ideas?

@gr8coin, for sure this coin is damaged. It is made through and through with copper. It may have been partially plated at one point such as with nickel, silver, or chrome. On the other hand, it might have been coated with mercury as this evidently was a thing in high school science classes at one point.

Unfortunately, it's just a damaged coin. It's been plated or coated at one time, and now it's finally starting to wear off. PSD.
