1949-D LWC Struck Through Debris

At first I though this was a Cud but it appears it is debris that was pressed into the coin. There is some lamination going on so this could be debris from a delam that was struck into the coin. Thoughts?

Too, it appears to have traces of lamination issues on the obverse. Interesting coin.
