It looks closer to EF to me given the amount of wear.

I'm at EF-40.

Your coin appears to have the reverse die crack from the left leaf to the designer's initials ("T.S." for Thomas Shingles). This is a known variety. What is interesting is that your coin appears to have a second reverse die crack, from the pedestal of the column on the torch to the inside left serif of the "V." Perhaps a die progression of the known variety?
