I have come across this strange penny from the 1990s. It looks interesting and I was wondering what type of error this would be called..? And is it just worth value ?

Not an error as noted by @john1, but rather dried adhesive or some other substance so worth face value. This one is a spender.

Try soaking it in acetone and see if it comes off.
