I am very skeptical of this news. Check out this other video around 2:04 where Jim Axlerod says it was previously retrieved in 1855 and the contents, yes contents, were washed with acid.
I thought it may have been reopened as the paper looked 19th century.
If it was 1795 you would see the long s on it. The silver plate had long s's on it. Also some of those coins looked perfectly round post 1831 and I am convinced there was a seated Liberty half in amongst them!
Still bloody interesting. Same thing happened here, in our 2011 earthquake in Christchurch, an 1867 statue toppled over and a time capsule was found from that year, but papers and coins from 1918 and 1933 were also found as the statue was moved in those years.
