It's glue, epoxy or some other type of adhesive. Put it in some acetone, it will come off. Then you can spend it.

@pasiego, it looks like the area covered by the glue was larger on the rev than it is now (covering all of E PLURIBUS). Are you able to get something sharp like a wooden toothpick under to chip away any more?

Put the coin on a fork, hold it over a match or candle. It will probably melt off. Don't make us come over there!

Does not look like solder,looks like epoxy to me and I do not think acetone will remove epoxy.
