Here is the quarter out of the 59p unc mint set—is this a type B reverse?—darn milk spots otherwise high ms coin I would think—opinions?

Well it is a tyoe 'B' but as you figured out, the Type 'B' is normal for a proof quarter. The type 'B' would need to be on a business strike coin to be a premium for this. (Just explaining for others that did know that)
