That's call indirect die transfer...very common as the dies wear...Check out "search" box it's filled with great info and examples can be found

A strike through is when a piece of foreign material gets between the die and the planchet during the strike leaving an impression of it on the coin. You seem to be asking if this is a die clash, which I'm not seeing.

It is PIDT. This affects wheat cents, Memorial cents and nickels.
