VF20 Not quite 30. Too much wear on the jewels and ribbon where it rests on the neck.
"Dipping" is not considered cleaning... -from PCGS website

Yep, I'd go along with VF-20, but the Obv photo makes it hard to discern what's wear and what's not in her hair.

VF-20 you might get a 30 on a good day but I doubt it. This is a nice problem free example IMO.

IMO "on a good day" translates to "at PCGS". They have a reputation for overgrading circulated Victorian coins in the VF-AU range. I'd definitely send this coin there, it's worth the gamble, could make a difference of a few hundred dollars when you sell it.

Hmm - I'm actually taking that up to VF-30 or so...I'll bet PCGS said EF-40.

You should probably sell it then and buy yourself a real EF40 with the money. That's definitely a classic example of PCGS overgrading mid-grade coins. I would have put it at VF20 at best myself. I'd bet that ICCS would be anywhere from 15-20 on it. Someone will pay you for the holder though. They just made you a lot of extra money with that slab.
