If you are talking about the surface of the coin, this was an issue that was not noticed at first, but eventually the figured out there was an issue with the plating process of the zinc cents. They were plating over zinc dust. Thus the surfaces looked like that for several years. Then they rinsed the planchets before plating and the issue tapered down a bit. But they will appear that way on just a few cents. No premium for this. Just something they figured out later that needed attention.
