Does not look like a coin to me. The second image rotated 90 degrees clockwise looks loosely based on a toughra. First image (which might be upside down) would normally bear a date, which I am not seeing.
But wait for someone who is better on coins from this part of the world

I believe this is a Turkic or ottoman token. By the way the top photo (with the Arabic script) is upside down. I can only make out a few words, Sultan is in there twice as well as Khagan (think khan adopted from from the mongol empire).

The inscription is a little stiff but reads sultan of the two lands / and khaqan of the two seas / the sultan Mahmud / Khan glorify his victory, a standard Ottoman formula. I think it is a token or medal rather than a coin. The "Mahmud" is probably Mahmud II, 1808-1839.
