What happened to this coin?

Post-mint damage or valid error?

Looks like damage to me.The obv. got crushed by some thing.

looks like it could have been in the street and some cars ran over it doe's not look like an legitimate error

It's damage. There is no strike weakness around the letters on the obverse near the supposed clipped area, and the reverse is obvious damage. I have to assume they go together.
