Not a mint error. The 9 appears to have been hit and pushed/moved--likely by a 40s/50s vintage vending machine, the kind of machine operated by hand (a twist of a knob to get the coin accepted into the machine). Copper is a relatively soft metal and hits on letters and numbers can cause them to be reshaped.
