My opinion is neither. It seems like MD or Machine Doubling. (some say Mechanical Doubling)

Yep, it looks like MD to me as well, but hard to be sure from photos. MD happens in the microsecond after the die strikes the planchet and the die is loose in the holder, so it slightly moves on ascending leaving a weak ghostly mirror image.
