the second one looks like a bezel with coin fused . Maybe washing machine at Laundromat .

The first one I will say some of type of striking error. Too much pressure on one side . Titled planchet or die ?
OR Improper Planchet Thickness ?

IMO,I'm thinking the first one is a man made error...why not more split plating, also notice stain on rim (between the date and last T in TRUST) where the large fin begins or was added.......

The 198? cent displays a tall fin at one obverse pole. This would be a consequence of elevated striking pressure and a little bit of die tilt.
Error coin writer and researcher.
