Are these die scratches under the letters in E PLURIBUS UNUM, or something else? They appear to extend under the lettering. I have placed arrows on the photos pointing them out.

They are coin surface damage. These devices are incuse. (sunk below the fields) so any contact will cause what you are seeing on your coin. When the hit is deep enough, then it can alter the devices:

See the example that I posted? In order for these to be die scratches They would need to be deeper than the devices. These devices are raised on the die, incuse on the coin. So the shape would be altered if there were die scratches. Or these could be gas bubbles, if they raise above the fields.

Thanks for the help, Coop. The markings do not appear to be scratches after further examination of the coin.
I took some more photos and the marks appearing in EPU are raised on the coin. The marks do not "invade" the incuse lettering, which is different than the example you displayed. I respect your opinion, but I don't see evidence of any post mint surface damage around these marks. And would gas bubbles appear as "stick" like figures?

The stick like mark at the top of the N is raised and very straight and does not invade the outline of the device. Another gas bubble manifested as a straight stick? Or could it be a planchet defect?
