When I seen it my first thought was PMD but after further look I'm not so sure. Help

Your first thought was correct, it is PMD. Looks like it has been in a fire, or at least subjected to high heat in some way.

Ok so wat wld make the part that's raised rise? It's a very solid raised section like it had been pushed thru but theres no marks on the obverse for that to hav happened

That's from the interior copper expanding and bulging out the nickel cladding. Copper melts at a lower temperature than nickel.
