2019 "P" Roosevelt Dime Error?

I found a 2019, P mint mark Roosevelt dime. That seems to have an error on the forehead. If anyone has any idea if this is an actual error or not, that would be great!

Any way to get a better picture of the forehead area? Photo gets blurry when trying to zoom in to see detail. Is the area raised?

Or a chip from the die being tempered incorrectly. If so it can break out with several mini chips. (I've seen this before on dimes)
