What are all these lines on both the obverse & reverse? And shy is it so dull?

As john1 said, these look like roller lines from the preparation of the metal planchet materials. The copper/nickel clad layers and the pure copper core are pressed together and rolled to the proper thickness. This can sometimes leave lines like this. These are not post strike damage as they were there before the coin was even struck.

I agree, but would only add that this coin seems to have been struck very slightly off center.

Probably dipped in a light acid like a soda or vinegar base. The very light fin might be caused by MD on a tilted die issue during the strike. Small die chips. But all together, pretty much a spendable coin, unless you want to save it for an educational coin to share with a new collector. (This coin would cover several subjects, but no real premium for it.
