It looks like a lamination flaw to me.

Sometimes a lamination will distract from the coin. I feel that maybe the case for this one.

To me, laminations are always a distraction and lessen the value of a coin, particularly so in this case. Exceptions noted for those who may possibly collect lams by date and MM - I'm sure there must be some and I'd love to hear from them!
