It does look like a die chip. It even has split plating like the normal devices.

Odd location for a die chip,I think it is plating debris.

If it is a die chip it will be firm and unable to be moved. You can test it by lightly using a tooth pick to see if it is movable. You might be able to determine it from that.

I think it could be dislodged with slight pressure. I like the visual effect of motion it gives so I won't go poking at it.

It may have the appearance of being just on the surface and removable to some, but the split plating seems to prove otherwise to me. I feel it makes the die chip look as much a part of the coin as any of the designed devices that show the same depth of plating damage. It's an interesting die chip!
