There is something like a damage on the back of the coin,on top of the torch,between STATES and OF.Can you tell me what this can be?

Hard to tell form the picture for sure. As it is, it looks like a foreign substance (glue, clear nail polish, etc.) in the surface. A dip in acetone would likely remove it.
Better pics may reveal something else, but it does not look like something that happened at the mint.
