It is a proof, it has the type B reverse

I believe I've read that. I had that in the back of my mind when I saw the perch the eagle sits on. I think it's a bit different. Will look into it more.

I'm confused - weren't type B proof reverse quarters only struck from 1956 to 1964?

C'mon guys, business strike? Look at the detail on the coin. The upper hair, and the eagle on the reverse would never attain that much detail on a business strike

Type B reverses were used on proof coins from 1937 thru 1964.
From 1956 to 1964 some left over proof reverses were used for business strikes

Definitely proof, will probably be a lot more obvious in hand. The toning, in combination with the angle it was shot at isn't giving a good representation of the mirrored fields. That obverse strike is certainly proof....

, same goes for LIBERTY and IGWT. Very sharp, uniform strike, and the way the devices meet the fields is a great indicator of a proof. And those tail feathers.......
