When identifying errors or damage you need to have a strong understanding the minting process. It's not just that the coin looks different, but identifying what in the minting process could have caused it. When the anomaly cannot be attributed to a failure this process, it becomes much easier to excluded it as an error.
I would be glad to see better images of this coin, but what I see so far really doesn't look like it was caused by something at the mint.
