When I looked at this bill I noticed that it was a star note but the I noticed that it had what looks like a lower case R/r between the star and last digit of serial number. Under a microscope I can see that it is from same ink used in printing bill. Does anyone know what would cause this? Is there a name for it? Is it an error?

Looks like that printhead spattered a small amount of excess ink while applying the serial number. Good catch.
