Suggest posting full photos of the coin's obverse and reverse--large and high resolution. As it stands, the doubling appears to be Machine Doubling. New images would help.

@flo, first welcome to CCF. Second, the doubling on the letters in STATES is shelf-like and does not add to the thickness of the letters. This looks more like Machine Doubling than a doubled die to me.
