Severe die wear/deterioration- take notice of the very heavy flow lines from the portrait to the rim through the motto. That die was probably close to the end of its life.

I use a AmScope microscope to view coins with. With my AmScope I can view at 20X, 40X, and 80X.

I'd say it was PAST the end of it's life. It should have been retired before it reached this state of deterioration.
