Appear to be inverted "S", a variety. The 1968s proof is classified as FS-511, not sure about in 1969. Waiting on others to weigh in who may know.

Greetings!

NGC and PCGS both reference an FS 501 and PCGS has photos. The photo for 1969-S proof quarter has the doubling of the S to the north like yours. I can't say that this guarantees the application to this quarter, but I think it leaves the door open to its being worth much more than a regular proof.

I am not as familiar with the host of FS possibilities, too, but I like those guides for narrowing down which varieties can be considered more mainstream, common, or possibly valuable. Having said that, I do not know whether having a variety in a proof set makes the entire set rate and more valuable as a unit.

Hopefully someone else with join in with greater expertise on this.
