This is a Lincoln, Shield Reverse cent that is simply badly damaged. There is no foreign coin aspect. These cents were made of copper-coated zinc, and the white zinc is exposed in places.

Yes, large and sharp photos needed of the obverse and reverse. As it stands now, you have a brutally damaged shield cent--no foreign coin anywhere to been seen.

Obverse look like it could be placed in the Ancient forum for IDing... but like stated above, just a road kill coin
