Maybe the K is for KAROLUS, so we are looking for a place ruled by a Charles? (There were MANY!)

This coin, issued by Charles II of Savoy, has the crowned K monogram, but is not an exact match.

The floriate cross on your coin is also used in Savoy, so maybe someone else can find a closer match.

Well done! My initial thought was that the NOR in the inscription meant this was going to end up being a Scandinavian coin, but I was clearly too far North in my thinking.
