1983 Lincoln Cent - all normal In weightage but what intrigues me is it surface . What caused it ? , & It runs under the legends . It could be normal - but would appreciate technical insight.

Just a normal coin. The rolling lines, the plating and polished dies that reduced the size of the devices, is pretty normal for that year. (No premium for the things I mentioned)
