They ARE legal tender for any amount, but there is no law that says he has to accept them. So they can be refused and the boss still owes him his last paycheck. The boss then has the choice of whether to come get the cents or just abandon them.

I deal with a lot of government tax offices and most States, Counties and municipalities have passed laws or ordinances that specifically forbid making payment in coinage after several well publicized incidents of people trying to pay their annual real property taxes or fines in pennies.
