Well because the mintmark looks like a listed/graded example, note the direction of the RPMs:

None are on that area. So the RPMs are in a different area, than the area you are showing. There are several examples of the FS-501 example on PCGS, The first example is showing the same event on the area of the mintmark. But it could be a die chip, or metal movement from a contact mark. But looking at the other examples, all the other examples do not have that area affected. So it is not a RPM because of a match to that mark. But you might look below to see of yours is a RPM or not. Take a look at the Variety Vista Site to see if your coin looks like that there?
