RARE 1983 Royal Arms One Pound Error Coin "Decus Et Tutamen" Upside

i am interested to get the opinion and value of this coin

If you mean with "Decus Et Tutamen" one way up or the other - it's worth the same (not much) whichever way up it is. The lettering was added to the planchet first, so it could turn out either way up when struck.

The chances are 50-50 which way it reads on the rim.

with John and Jimmy's comments above. No extra value - it's a normal coin.
My local bank will still let me exchange them for face value, so it's still worth £1. Pristine Uncirculated ones are worth a little more, but not much as 1983 was the first year of issue and large numbers were put aside at the time.

It's a common misnomer that the edge lettering being upside down is a minting error, in fact around 40% of one pound and two pound coins have the edge lettering the wrong way round as it it an indication of which way the blank drops into the minting press.
