Doesn't appear to be tooled from your pics, best I can tell, so I am going to say this is the result of either a Grease Filled Die or extreme circulation wear (which would be odd for just one number disturbed in the date and the adjacent rim is perfectly intact). Please also note, the I B in LIBERTY also looks to be affected, possibly from a Grease Filled Die.

A grease issue would be my guess as well.

Sometimes one is able to see the outline of a Grease Filled Die. IS it a 0 or 9. Just a mystery.
