I'm pretty sure it's going to be nothing but I can't get it out of my head so I'll post we're taught to see the differences in our letters. Well the L on Liberty is got a. Or Mound above the lower part of the L almost in the corner by the horizontal and vertical part of it now I've seen a lot of double dies in books with just the dots so I'm posting

Appears to be a later die stage. Most likely a die chip that you are seeing above the leg of L in LIBERTY. Nothing special.
