Not sure what you mean. If they had been struck as proofs, they would still be proofs, just "impaired proofs" if circulated or seriously mishandled.
They may been improperly cleaned such that the luster was damaged. But, it looks to me like most of these are business strikes that have seen enough circulation to have lost their luster due to honest work.
