Looks like hammered metal or brushed.... entire background is hazy, all lettering and numbers are wider...probably just wear right?

And if you crop your images to the edges of your coin, they will appear larger. Along as they are sharp, larger is better!

Welcome to the forum! There is no need to show more pictures of this particular coin. However, in your future postings, as Coinfrog said, please do supply front and back (obverse and reverse) pictures of your coin and properly oriented, it will help us all in helping you. Your 1984 Philly Quarter is completely normal but has probably suffered some type of abrasive wear down the line. If the devices on this coin appear wider or thicker than normal then this is a result of circulation wear and/or circulation flattening. There are not any known varieties for a 1984 Philly minted Quarter.
