Hard for me to tell from your pics, sorry. It doesn't look to me like the normal shape of a die break. I'm seeing more of an indentation that pushed metal into the shape you are seeing. It appears raised on one side but looks to have a slight gouge on the other side best I can tell. If so, then this is PMD, not a die break.

there is no gouge, it is raised not scraped, its hard to get a good pic showing that

First,

Just some guesswork here. It could be a retained struck-through error, where a bronze scrap became embedded in the coin. The regular, squared shape suggests that it may possibly be a scrap of a rim burr.

That's as far as I can take it. This one needs Mike Diamond's expertise.

I will definitely second this opinion. It very well could be a retained struck through. I've been looking at this one and you just 'rang a bell' FortCollins. I think this is a very good assessment.
