In addition to the General Colin Powell Medal / Persian Gulf National Medal Presentation Set that I've already presented (link below), the Persian Gulf National Medal was available individually in two options: a Collectors Package and a Presentation Package - each is presented here.

As noted in my other post, the Persian Gulf Medal was authorized by Congress (Public Law 102-281). The Act authorized the presentation of silver versions of the medal to be awarded to each soldier/veteran of the Persian Gulf War in appreciation of their contributions to the US military effort in connection with the War. The medal was authorized May 13, 1992. Bronze duplicate medals for sale to the public were also authorized and were specified as fundraisers that were to pay for the striking of the silver award medals. The silver medals were presented from 1995 to 1997.

The Presentation Package for the bronze duplicate of the medal featured one of the Mint's standard (at the time) small medal presentation cases inserted into a custom-printed, graphic slipcase designed specifically for the Persian Gulf National Medal. The standard case "assumed" a medal without a capsule, so the medal was simply pressed into the case's well. (I've placed my medal into an acrylic capsule to protect it; it no longer fits in the case's well, but I think the protection offered by the capsule is more important.)

The Package also includes a Certificate of Authenticity (CoA) which presents brief details on the obverse and reverse designs of the medal, a summary of the Public Law that authorized it and the medal's technical specifications. (See below to read the details included on the CoA.)

The Mint's issue price for the Presentation Package was $15.50.

The Collectors Package for the bronze medal consisted of a custom-designed envelope that housed a custom, graphic informational tent card and a Persian Gulf medal in a cello pouch; the parts to a plastic easel and a Reorder Card were also included. As the medal was shipped in a cello pouch, no capsule was included in the package.

The information presented in the Collectors Package is the same as that printed on the CoA included in the Presentation Package, just in a different format (tent card vs. folded CoA).

The Mint's issue price for the Collectors Package was $12.50.

Per the Mint, for each standalone option, "A portion of the proceeds from the sale of this medal will cover the cost of minting duplicate silver Persian Gulf Veterans National medals, which will be presented to all these veterans or their next of kin." Per the Public Law that authorized the medals, the silver to be used for the award medals was to come from the Strategic Stockpile and was to be furnished to the Treasury Department at not cost. So, funds raised through sales of the bronze medals were used to offset costs associated with designing the medal, creating the necessary dies, striking the medals, packaging and other overhead expenses.

Was able to get both versions of this medal recently.

Were the silver versions configured as stand-alone medals or were they crafted to include a cloth ribbon and fastener as one might see with other US military medals ? Thanks.

Section 307 of the law to strike these medals in silver (section 302) indicted that there could be no net cost to the government for the striking of medals in section 302. Until I actually see a silver strike, I assume they could not meet that requirement. I have searched for years.
