Unfortunately looks to be a contact mark, just PMD.

It's not a scratch, doesn't gouge the surface. It's a lump. And there aren't really scratches in that area. I can see best in the first pic, close-up. The 'scratches' around it are raised up like die chips.

It is also lower than the ears on my comparison coins.
