If the copper color is not on the edge, it maybe counterfeit? If the copper color normal edge is there, then it is just a damaged coin.

It looks like a torched coin, as mentioned exposed to high temp.

Out of the possible scenarios from above I'm going with a cast copy . Reverse looks wrong .  |

Does have a "cast" look to it, but I'm in the heat/fire camp on this one. Why would anyone counterfeit a '65 quarter?  |

It does look odd to me. as Merclover said - it looks cast, the rim is all messed up.
I'll move into the Extreme heat/fire camp

Looks counterfeit , likely a lead Babbitt job out of a Machine shop .
Looks very similar to Counterfeit coins from the 1920s to the 1940s
What is the weight ? Show an edge close up .
