I agree, it does look like a struck through, but with the weight being under I guess PMD, to the right of the 2 could be a struck through but the date area I'm guessing just wear. |

Look at both sides of the coin please. Better pics would help.....that said sure looks like a squashed neck on obverse corresponding to the flat spot on reverse. PMD by photos provided. |

It would help to see a photo of the whole coin.
The denticles in the area of concern are missing.
I would like to see that area.

I was going to say wear but like oldmike said that area next to the 2 is indicating a grease strike to me.

A struck through would not effect the weight. But the weight is under what it should be(due to wear on the coin, specifically around the date) if a coin looks struck through but is under weight it would more likely be due to wear then a struck through.
Edit: .19 grams under weight pushes me towards damage over struck throughout (at least where you see the missing part of the date and Canada) there still may be a slightly struck through next to all the wear though.

Is that affected space raised or recessed? A strike-through shouldn't affect the weight. The scale may be off.

The minor strike-through right of the 2 looks legit, which means grease (or something on the fields of the die). The rest of what we see looks like a plugged die, which make sense if grease/gunk got on the die and was pressed into the devices. The chrome plating looks undisturbed to me. The weight does not concern me - you would be surprised at the range of weights you get with non-silver decimal coins.
This _might_ be a legit, plugged die with a minor strike-through error, but a better picture of the obverse would help immensely.
