It's a fake Vespasian. I'm not sure what it's meant to be - perhaps a sestertius like this http://numismatics.org/ocre/id/ric.2_1(2).ves.143

This coin looks like this because it is a souvenir sold by museums and does not claim to be ancient. There are similar ancient Vespasianus, but they are golden - https://www.acsearch.info/search.html?id=3511983
