Yes for sure not minted in the timeframe of "27BC to AD14".

@dqu, I see other examples of this piece for sale on the interwebs--they are pendants though. I suspect that someone broke the loop off of this one. Here is a link to an example on worthpoint:

Could be part of a Christian history token set perhaps as it looks like they are highlighting who was Caesar when Jesus was born. It is a bit odd how Mary seems to be holding Jesus in a hammock chair or the towel is a pouch and she can lift him up in it with one hand. His feet seem to be supported by the wood of the crib. (I like to wonder what the artist was thinking...)
