Possibly. A lot of the new design cents were save (Like it does on all change of designs) So it could have been a early on.

WTG. There sure are a lot more errors than I remember from my childhood collecting days. I am 63 so that gives you a great frame of reference for my childhood years. The very first error coin I found was an early clad dime that had copper on the outside of the coin. I sold it to the local coin shop for a buck even. Good looking penny, BTW.
