It looks as if it could be an 8 over 7 but I'd need to see other examples to compare. The top of the 8 does look as if it could be struck over a digit with a straight top edge. Yours has the first portrait with WW on the truncation, which would match with an 8 over 7 obverse. The 8 over 7 is actually a very common die combination for this date.
