Me I agree with struck through, and also I saw a cracked planchet if we look to the rims. Nice find, very nice.

My first thought was struck through copper foil,but then I was thinking a LAM? Coop ...Put it in a 2x2, nickel size

Looks like a struck to me. Why not a lamination.
1. Note how it flows over the edge of the coin. A lamination would flow towards the edge, but not over the edge of the coin.
2. Also the weight is slightly over.
But over the edge like this one is definitely a struck through error.
