Hmm that is odd. @bobby, you don't mention whether the OP stated that this came straight from a bank roll, but is it safe to assume that it is virtually uncirculated? The condition of the fields make me think this, but it would be nice to rule out damage to the rim smearing metal into the fields.

Any chance of getting the weight? It looks like it goes all the way around the rim? If so maybe a possibly rolled slightly thick planchet. Normally I see rim fins isolated to half the rim accompanied by the misaligned die. Or it could be caused by an over powered strike. In any event I agree with Rim Fin.
