I agree damage, but this is an odd one indeed. More often we see metal "smushed" toward the center of the coin on cents from this time period.

Agree with the above--post-strike damage (reshaped metal). Copper is a relatively soft metal and can easily take on interesting shapes when hit/nudged/dinged at different angles.

There is no way for that to happen during the striking of the coin so no matter how
It got to look like that , it is damage. Hard to say exactly what happened.

When I enlarge your image I perceive a crevice between a properly struck 2 and a tail-like (die chip?)

Guessing the tail was flattened out by a hit long ago.

If it were a die gouge, we would see several examples like that. But just one is usually damage to a coin and not a die issue.
